Over three years ago, under the leadership of State Comptroller David Von Moll and DHRM Director Emily Elliott, the Commonwealth embarked on a bold undertaking – retiring and consolidating existing administrative systems into a single, streamlined platform. As of October 2022, we are pleased to report that the Cardinal Human Capital Management (HCM) application is LIVE for all users at agencies throughout the Commonwealth!

With this final release came a unification of human resources, payroll, time and attendance, and health benefit functionality into one system, replacing various aging mainframe systems. While the system is still in a stabilization phase, using Oracle’s PeopleSoft Enterprise Resource Planning (ERP) solution, state agencies and localities are starting to experience improved operational efficiency through modern technology.

The Cardinal HCM application serves over 231,000 users in 226 state agencies and 363 localities. Nearly 36,000 users logged in the first week alone! Below are some stats to highlight the enormity of this accomplishment.

• 136,233 Active State Employees, 49,805 Active Locality Employees, and 41,928 Retirees
• 91,202 Employees Paid out of Cardinal
• 169,243 Benefited State and Locality Employees, and Retirees
