Human Capital Management

Cardinal’s streamlined solution for the Commonwealth.

Cardinal Human Capital Management (HCM) is an integrated, streamlined solution for core human resources, health benefits, time management, and payroll business processes across the Commonwealth. When fully launched, it will bring improved efficiency, enhanced business processes, and integrated applications, allowing for better access to information and greater operational efficiency. Cardinal HCM will also become the system of record for the statewide human resources, health benefits, time and attendance, and payroll administration.

Cardinal HCM can be accessed by visiting my.cardinal.virginia.gov.

HCM Project Update

The Cardinal HCM application is being deployed in three phases. A pilot group of state agencies and localities went live in October 2021.  

Cardinal HCM will be rolled out to select Release 2 agencies and localities on April 4, 2022. A third and final release is planned for the fall of 2022 and will include the remainder of state agencies and localities.

Essential Cardinal HCM Functions:
 

Human Resources

The Human Resources (HR) functional area contains all employee HR data related to the employee. This includes: personal data (e.g., name, address), job data (e.g., salary, hourly rate, pay group), and position data. This functionality helps support Cardinal Benefits, Time & Attendance, and Payroll.

Benefits Administration

The Benefits Administration functional area includes all processes required for maintaining health benefits for employees and their dependents. Processes include: open enrollment, administration of COBRA, life event maintenance, and ACA reporting.

Time & Attendance

The Time & Attendance (TA) functional area contains two modules: Time and Labor (TL) and Absence Management (AM). TA handles time and leave entry, as well as provides leave balances. Processes include: employee setup, time and attendance capture, approval, processing, and payroll integration and cost allocation.

Payroll

Payroll is the functional area that enables calculation of earnings, taxes, and deductions. Processes include: payroll process, payroll costing, and periodic regulatory reporting.
