FY26 Legislative Salary Increase

June 10, 2025 Pay Increase

The Virginia General Assembly recently authorized a salary increase effective June 10, 2025. For more information about the salary increase and eligibility requirements, refer to the DHRM FY26 Authorizations and Compensation Activities memo.

To ensure smooth implementation of the FY26 Legislative Salary Increase, complete the following steps:

  1. Verify Employee Citizenship Status
    • Run the V_HR_PERSONAL_DATA query in Cardinal.
    • Identify and update any missing employee citizenship values.
  2. Audit Continuous Service Dates
    • Run V_HR_JOB_QUERY in Cardinal.
    • Verify the accuracy of continuous service dates for all employees, correct any discrepancies or missing prior state service months.
    • Run and review the Years of Service Report if additional analysis of prior service months is required.
    • Important: Pay close attention to employees who have recently transferred from other state agencies. Ensure their Cardinal record reflects their total continuous state service date, not just their hire date within their current agency.
  3. Review Updated Training
    • Access the updated HR354: Managing a Legislative Salary Increase web-based training.
    • This training provides step-by-step instructions on managing the required actions in Cardinal throughout each phase of the legislative salary increase cycle, now updated with FY26 information.

Third Refresh Monday, 6/2/2025 8:00 p.m. - 11:59 p.m.
Final Refresh Tuesday, 6/3/2025 8:00 p.m. - 11:59 p.m.
Important! Complete all HR transactions prior to Tuesday, June 3, 8:00 p.m.

Changes keyed after Tuesday, June 3, will neither remove nor add system blocks. Salary changes entered after this date will cause increases to fail during load!
