Human Capital Management Project
An update from the Project Sponsors

Since July 2019, the Commonwealth has been working diligently to retire and consolidate the current administrative systems into a single, streamlined platform.  As of April 2022, we are pleased to report that the Cardinal Human Capital Management (HCM) application is LIVE for all users at agencies included in the first and second releases.

With these first two releases came a unification of human resource, payroll, time and attendance, and health benefit functionality.  Using Oracle’s PeopleSoft Enterprise Resource Planning (ERP) solution, state agencies and localities will experience improved operational efficiency with modern technology.

Over 90,000 employees from Release 1 and Release 2 agencies and localities currently have access to Cardinal HCM and its vast array of capabilities. In May 2022, 14,500 employees successfully entered elections into Cardinal during the Employee Self-Service window for Open Enrollment. An additional 39,700 benefits confirmation statements were generated through Cardinal for employees who chose to continue with their current Health elections.

In October 2022, Cardinal will roll out to the remaining 146 agencies and 331 localities as part of our final deployment (Release 3).

For Release 3, many of the current tasks are geared toward agency employees who will conduct their day-to-day work in Cardinal HCM.  These employees, known as “Core users” began a comprehensive training program in June 2022 through our Nest training management system.  Through a mix of web-based and instructor-led training, Core users will be educated on how to successfully complete their work when Cardinal HCM goes live.  

For users who do not work in administrative areas, they can use Cardinal HCM in an employee self-service (ESS) capacity, meaning they can view/update information, such as a viewing a pay stub or W-2, updating a home address, or enrolling in/updating health benefits.  Job aids and videos demonstrating these functions are available to support these functions for ESS users.

In August 2022, the Cardinal HCM Project team will begin communicating with all users (Core and ESS) to share important information relevant to their use of Cardinal HCM. Each agency uses Cardinal in a different way, so agencies will set the context for how Cardinal HCM will impact their employees. Cardinal will also reconvene the Change Network (representative subject matter experts from each Release 3 agency who have been actively engaged in Cardinal HCM since the beginning of the project) in August for a final checkpoint before Release 3 go-live.  This meeting will detail final activities, what to expect during system deployment, as well as outline all the resources available to agencies and localities after go-live.
